Billy was born in Manado city Indonesia, graduate from Sam Ratulangi University for BSc in 1998, become a lecturer in 1989, finish Master degree in 1996 at University of New Brunswick Saint John Canada, reached a PhD degree in 2011 at Silliman University Dumaguete City, Philippines. Now work as a Professor in Sam Ratulangi University, and the head of Marine Biology Laboratory Faculty of Fisheries and Marine Science
